A vignette is required for the following vehicles with a total permissible weight up to or equal to 3.5 tonnes:
- Motor vehicles with at least four wheels intended for transport of passengers
- Motor vehicles with at least four wheels intended for transport of goods
- Off-road motor vehicles

Campers of category M1 specified in the vehicle's registration certificate have to pay a vignette fee, regardless of their total technically permissible maximum mass
Vehicles intended to tow a semi-trailer are considered vehicles intended for transport of goods with over 2 axles, irrespective of the number of axles and of whether the trailer is attached or not.
When the vehicle is with a trailer and when the total technically permissible weight of the composition exceeds 3.5 tons, an additional vignette fee is to be paid for the same vehicle category in respect of the trailer.
Vehicles that do not require a vignette:
- Any vehicle with less than 4 wheels including all two- and three-wheeled motorcycles
- Vehicles for people with disabilities of at least 50% or permanently disabled children under 18 and until completion of a secondary course of education, but not later than till their 20 years of age. (These persons are granted free e- vignette with validity of one year, registration with Bulgarian authorities is required)
- Vehicles owned by the Ministry of Interior, the National security service, the State Agency “National security”, the Emergency medical care and the Armed forces
- Wheel tractors, tractor trailers and other self-propelled machinery registered for work under the Law for registration and control of the agricultural and forestry machinery
Vehicles over 3.5 tons must use the distance based toll system (BGTOLL)
