Yes, you can drive into Bulgaria without a vignette if you completely avoid motorways and toll national roads.
The Bulgarian e-vignette is required on the following roads:
- On all motorways

On most first- and second-class national roads
It is not required on local municipal roads and city roads. However, to get on most of these roads you might have to use toll roads.
We therefore do not advise you to risk it.
